نامه سرگشاده به سازمان بین‌المللی کار

چرا سازمان بین‌المللی کار در مورد نقض منظم حقوق کارگران و مردم در ایران سکوت کرده است؟
چرا سازمان بین‌المللی کار عوامل یک دیکتاتوری قاتل ضد کارگری را به عنوان اعضای خود می‌پذیرد؟
جناب گیلبرت هانگبو!
شما باید به خوبی آگاه باشید که پایه های حکومت اسلامی ایران بر اعدام و کشتار کارگران و مردم گذاشته شده است. موج گسترده اعدامها از جمله اعدام کودکان، سازمان دادن تروریسم در سطح بین المللی، فاجعه اخیر انفجار مرگبار بندر رجایی و جانباختن دهها نفر، جنایت در معادن و محیط های کار و از جمله قتل 53 معدنچی در طبس، شلیک موشک به هواپپمای مسافربری اوکراینی و کشتار ۱۷۷ سرنشین آن در دی ماه ۹۸، کشتار هزار و پانصد نفر در خیزش مردمی در آبان ۹۸، و کشتار صدها نفر در خلال خیزش زن زندگی آزادی اقلامی از این جنایت اند. عفو بین‌الملل در ۲ سپتامبر ۲۰۲۰ گزارشی تکان‌دهنده با عنوان «زیر پا گذاشتن انسانیت در ایران ادامه دارد» منتشر کرد که جزئیات بازداشت‌ها، شکنجه‌ها، اعترافات اجباری، ناپدیدشدن‌های اجباری و تجاوزات جنسی به بازداشت‌شدگان را شرح می‌دهد.
-این حکومت در جریان انقلاب زن زندگی آزادی در سپتامبر 2022 با سرکوب و کشتار مقابل مردم ایستاد و بیش از ۵۰۰ نفر را به قتل رساند، دهها هزار نفر دستگیر و صدها نفر با شلیک مستقیم به یک یا هر دو چشم نابینا کرد. کمیته حقیقت‌یاب سازمان ملل نیز در گزارش خود، مقامات جمهوری اسلامی را به ارتکاب نقض جدی حقوق بشر در جریان و پس از اعتراضات «زن، زندگی، آزادی» متهم نمود. از جمله قتل، زندان، شکنجه، تجاوز، ناپدیدسازی اجباری و خشونت جنسی که همگی مصداق جنایت علیه بشریت هستند.
پس از سرکوب اعتراضات در خیابان، حکومت بر سرکوبها و جنایاتش شدت داد. از جمله در سال گذشته دست‌کم ۹۷۵ نفر به دار آویخته شدند . اکنون نیز شماری بسیار در لیست اعدام قرار دارند که در میانشان چهره هایی چون عباس دریس و شریفه محمدی دو فعال کارگری و زنان معترضی چون پخشان عزیزی و وریشه مرادی را می بینیم.
زندانیان با «اعدام خاموش» یعنی محروم‌سازی از درمان پزشکی یا تجویز اجباری داروهای روان‌گردان، تحت فشار و شکنجه قرار دارند. جنایات جمهوری اسلامی بی‌شمارند و موارد ذکر شده تنها بخش کوچکی از این وحشی‌گری‌ها را نشان می‌دهد.
– زندانیان از طریق “اعدام خاموش” یعنی محرومیت از درمان پزشکی یا تجویز اجباری داروهای روان‌گردان، تحت فشار و شکنجه قرار دارند. جنایات جمهوری اسلامی بی‌شمارند و و موارد ذکر شده تنها بخش کوچکی از این وحشی‌گری‌ها را نشان می‌دهد.
-یک مورد اخیر از جنایات جمهوری اسلامی انفجار مرگبار در بندر رجایی بود که حکومت عامل اصلی آن بود. در این انفجار دهها نفر در آتش سوختند و جانباختند ، ۱۲۴۲ نفر مصدوم شدند.
– در ژوئن ۲۰۲۴، عفو بین‌الملل اعلام کرد که آپارتاید جنسیتی باید به‌عنوان جنایت در حقوق بین‌الملل شناخته شود تا تلاش‌ها علیه رژیم‌هایی که تبعیض سیستماتیک جنسیتی اعمال می‌کنند، تقویت شود. این بیانیه بازتابی از تأثیر جهانی انقلاب «زن، زندگی، آزادی» است.
علاوه بر اینها، جمهوری اسلامی کنوانسیون‌های سازمان بین‌المللی کار درباره حق اعتصاب، اعتراض، تجمع و چانه‌زنی جمعی را زیر پا گذاشته است ، حقوقی که کارگران ایرانی باید برای دستیابی به آن‌ها به‌طور مستمر مبارزه کنند.
در حال حاضر، بیش از ۳۵ فعال برجسته کارگری و معلمان، به همراه بسیاری از زندانیان سیاسی، در زندان به سر می‌برند. بسیاری دیگر به حبس محکوم شده‌اند و در هر لحظه ممکن است برای اجرای حکم احضار شوند. این فعالان و خانواده‌هایشان با شرایط مالی بسیار دشواری روبرو هستند.

لیست جنایات جمهوری اسلامی بسیار وسیع است. هر یک از موارد ذکر شده به‌تنهایی برای تحریم چنین رژیمی کافی است. مردم ایران خواهان بایکوت کامل جمهوری اسلامی به‌خاطر تمام جنایاتش و محاکمه تمامی اعضای سران آن هستند.
میدانید و بارها کارگران و ما فریاد زده ایم که مسئولین به اصطلاح «خانه کارگر» که به عنوان نماینده کارگران ایران در سازمان بین‌المللی کار (ILO) عضویت دارند، خود در قتل و سرکوب کارگران نقش مستقیم داشته‌اند و از عناصر جنایتکار جمهوری اسلامی هستند؟
واقعیت تاسف‌بار این است که جمهوری اسلامی با وجود همه این سرکوبها و اعدام‌های شدید، هنوز عضو عضو سازمان بین‌المللی کار باقی مانده است.
با توجه به اینکه کنفرانس سالانه سازمان بین‌المللی کار در حال برگزاری است، ما این پرسش‌ها را از شما و نشست شما مطرح می‌کنیم. فعالان کارگری و مردم معترض ایران اعتراض خود را بارها از طریق نامه‌ها و بیانیه‌ها با ILO مطرح کرده‌اند — اما تاکنون و تاکنون هیچ پاسخی دریافت نکرده‌اند.
با چنین کارنامه‌ای از جنایت، رژیم جمهوری اسلامی نمی‌تواند و نباید عضو سازمان بین‌المللی کار باشد. به دلیل جنایات روزانه‌اش علیه کارگران و مردم ایران، باید از این سازمان اخراج شود. جمهوری اسلامی باید در سطح جهانی بایکوت و از ILO اخراج شود.

Open Letter to the International Labour Organization (ILO) June 2025
From: Freed Them Now! Campaign to free jailed workers in Iran
To: Mr Gilbert F. Houngbo, Director-General of the International Labour Organization
Why has the International Labour Organization remained silent about the systematic violations of workers’ and people’s rights in Iran?
Why does the ILO accept representatives of a murderous anti-labor dictatorship as its member?
Dear Mr Houngbo
You must be well aware that the foundations of this regime are built upon the execution and massacre of workers and the people. The widespread wave of executions—including the execution of children—the orchestration of terrorism internationally, the recent deadly explosion at Rajaei Shahr port which killed dozens, ongoing disasters in mines and workplaces including the killing of 53 miners in Tabas, the missile strike on the Ukrainian passenger plane in January 2020 that killed 177 passengers, the killing of 1,500 people during the November 2019 popular uprising, and the murder of hundreds during the “Woman, Life, Freedom” uprising are just a few of the regime’s crimes.
On September 2, 2020, Amnesty International released a shocking report titled “Trampling Humanity: Mass Arrests, Disappearances and Torture Since Iran’s 2019 November Protests” that details arrests, torture, forced confessions, enforced disappearances, and sexual assaults of detainees.
During the “Woman, Life, Freedom” uprising in September 2022, the regime confronted the people with brutal repression and murder, killing over 500 individuals, arresting tens of thousands, and blinding hundreds by direct gunfire to one or both eyes. The United Nations fact-finding mission also accused the Islamic Republic of serious human rights violations during and after these protests—such as murder, imprisonment, torture, rape, enforced disappearance, and sexual violence—all of which amount to crimes against humanity.
After the suppression of street protests, the regime intensified its repression and crimes. In the past year alone, at least 975 people were executed. Many more are currently on death row, including prominent figures such as labor activist Abbas Deris, women’s rights activist Sharifeh Mohammadi, and other protestors like Pakhshan Azizi and Verisheh Moradi.
Prisoners are subjected to “silent execution” through denial of medical treatment or forced administration of psychiatric drugs. The crimes of the Islamic Republic are countless, and the examples cited here are only a glimpse of its brutality.
A recent case is the deadly explosion in Rajaei Shahr Port, which resulted in dozens being burned alive and 1,242 people injured—a tragedy for which the regime was primarily responsible.
In June 2024, Amnesty International declared that gender apartheid should be recognized as a crime under international law, in an effort to strengthen actions against regimes that enforce systematic gender discrimination. This statement echoes the global impact of the “Woman, Life, Freedom” revolution.
Moreover, the Islamic Republic has violated ILO conventions on the right to strike, protest, assemble, and engage in collective bargaining—rights for which Iranian workers must continually fight.
Currently, more than 35 prominent labor and teacher activists, along with many political prisoners, remain in prison. Many others have been sentenced and may be summoned for enforcement at any time. These activists and their families are facing dire financial conditions.

The list of crimes committed by the Islamic Republic is extensive. Each of the mentioned cases alone is enough reason to sanction such a regime. The people of Iran demand the full expulsion of the Islamic Republic for all of its crimes and the prosecution of its leaders.
Are you aware—and we workers have repeatedly shouted—that the so-called “Workers’ House” officials who represent Iran in the ILO have directly participated in the murder and repression of workers and are themselves criminal agents of the Islamic Republic?
The tragic reality is that despite these horrific crackdowns and executions, the Islamic Republic remains a member of the ILO.
Given that the ILO annual conference is currently underway, we raise these questions to you and your assembly. Iranian labor activists and protesters have sent these demands via letters and statements to the ILO—yet no step has been taken to stop these crimes. .
With such a criminal record, the Islamic regime cannot and must not be a member of the International Labour Organization. Due to its daily crimes against workers, it must be expelled from this organization. The Islamic Republic must be boycotted globally and removed from the ILO.
