کارزار جهانی علیه جمع آوری خشونت آمیز کودکان کار و نگهداری آنها در شرایط غیرانسانی

تحصیل رایگان و زندگی شاد و امن حق همه کودکان است

آمار دقیقی از شمار واقعی کودکان کار و خیابان در ایران در دست نیست. اما در گزارشات رسمی حکومت از ٣ تا ٧ میلیون کودک کار گزارش شده است. در حالیکه ابعاد فقر و فلاکت در جامعه گسترده تر میشود، هر روز کودکان بیشتری از تحصیل محروم میشوند  و به صف گسترده کودکان کار می پیوندند. جمهوری اسلامی به جای پاسخگو بودن به این فاجعه عظیم انسانی که خود مسبب آنست، میکوشد صورت مساله را از چهره شهرها پاک کند و وانمود کند که در ایران کودکان کار وجود ندارند.

روز ١٢ ژوئن ٢٠١٩، همزمان با روز جهانی مقابله با کار کودک، رژیم اسلامی طرح جمع آوری کودکان کار را به اجرا گذاشت. بر اساس این طرح کودکان کار و خیابان با زور و خشونت از خیابانها جمع آوری شده و در قرنطینه هایی از جمله یاسر، بعثت و شهدای افسریه در شرایط زندان نگاهداری میشوند. فرمانداری و شهرداری و پلیس جمهوری اسلامی مسئولین اجرای این طرح هستند و با کمین گذاشتن در خیابانها و با توسل به زور کودکان را سوار خودروهای خود کرده و آنها را به مراکز معینی گسیل میکنند. در این مراکز شمار زیادی کودک در شرایط غیر انسانی و بدون فضای کافی نگهداری میشوند. گزارشهایی گویای اینست که در بعضی مراکز به اندازه پنج برابر ظرفیت آنها کودکان را زندانی کرده اند و امکان خواب و استراحت و زندگی معمول ندارند.

این سی و پنجمین بار است که جمهوری اسلامی دست به کار اجرای چنین طرح جنایتکارانه ای شده است. اما اکنون با فلج شدن وضعیت اقتصادی این حکومت، اجرای آن ابعاد وحشیانه تری به خود گرفته است. گزارشات از شرایط بسیار وخیم زیستی، بهداشتی و قرار گرفتن این کودکان در معرض انواع خشونت ها و تجاوز جنسی و قرار گرفتن آنها در کمین باندهای مافیایی مواد مخدرحکایت میکند.

جمهوری اسلامی برای منحرف کردن افکار عمومی کودکان کار و خیابان را مافیا خوانده و با هزار نوع تحقیر و توهین و تراشیدن سر با آنها همچون زندانیان خطرناک رفتار میکند و در قرنطینه های خود آنها را محبوس کرده  و حق خروج را از آنان سلب میکند. به شکلی که  نهایتا یکی دو ساعت در روز در حیاط به آنها اجازه هواخوری داده میشود و حتی  گاها حق تماس با خانواده و خویشاوندانشان را از آنها سلب میشود.

به گفته انوشیروان محسنی بندپی استاندار تهران در روز آغاز این طرح  در ١٢ ژوئن ٢٤٩ هزار کودک کار را جمع آوری کرده اند که ١٨٩ هزار آنها کودکان افغانستانی بوده اند. بر اساس این طرح کودکان افغانساتی که فاقد هویت و شناسنامه هستند رد مرز میشوند. رهادی فرماندار تهران تحت عنوان «پاکسازی» چهارراه‌ها از کودکان کار اعلام میکند که در حال حاضر بین ٦٠ تا ٧٠ درصد چهارراه‌ها از کودکان کار و خیابانی پاکسازی شده‌اند و  خبر ها حاکی از ادامه دستگیری کودکان کار است. این فاجعه تراژیک انسانی باید فورا متوقف شود.

طرح وحشیانه جمع آوری کودکان کار و خیابان با وقاحتی آشکار تحت عنوان زیباسازی شهر ها و به اسامی مختلفی چون “ساماندهی” و “جذب” اجرا میشود.  در عین حال حکومت سعی میکند چهره رسیدگی به وضعیت کودکان کار را به خود بگیرد و این طرح را تحت پوشش معرفی داوطلبانه کودکان و با پز تشکیل پرونده حمایتی برای آنان انجام دهد. در این میان کودکان کار افغانستانی را برای اخراج از ایران راهی مرز میکنند.

جمع آوری کودکان کار توسط جمهوری اسلامی یک سیاست فاشیستی است که حکومت اسلامی در پیش گرفته است.  در برابر این بربریت و توحش موج اعتراضی گسترده ای در میان مردم در ایران به پا شده است. از جمله از سوی نهادهای دفاع از حقوق کودک بیانیه ای تحت عنوان “نه به جمع آوری کودکان کار” منتشر شده است که ٥٢ تشکل دفاع از حقوق کودک آنرا امضا کرده اند. بعلاوه بیش از هزار و ششصد نفر از فعالین اجتماعی این بیانیه را امضا کرده اند.  همچنین جنبشی اعتراضی در میان معلمان در اعتراض به اجرایی شدن چنین طرحهایی و با خواست تحصیل رایگان برای همه کودکان به راه افتاده است که کل جامعه را به اعتراض  علیه پرداخت پول برای ثبت نام کودکان در مدارس فراخوانده است.

ما امضا کنندگان این بیانیه  وظیفه خود میدانیم که صدای اعتراض این کودکان و مردم ایران باشیم. ما کارزار متوقف کردن طرح “جمع آوری” کودکان را در سطح جهانی اعلام کرده و بر نکات زیرتاکید میکنیم:

١- ما طرح غیر انسانی جمع آوری خشونت آمیز و اجباری کودکان در ایران را قاطعانه محکوم  میکنیم. اجرای این طرح باید فورا متوقف شود.

٢- اجرای سیاست جمع آوری کودکان کار و خیابان،  رد مرز کردن کودکان کار و خیابان افغانستانی، سیاستی تماما فاشیستی است و برابر با  زیر پا گذاشتن کنوانسیونهای بین المللی در قبال حقوق کودک است. اجرای این سیاست از سوی جمهوری اسلامی تاکیدی بیشتر بر اخراج آن از سازمان جهانی کار و تمامی نهادهای بین المللی است.

٣- ما از کارزار معلمان برای حق تحصیل رایگان برای همه کودکان قاطعانه حمایت میکنیم. دولت در قبال زندگی و معیشت کودکان کار و خانواده هایشان مسئول است.

4- همه کودکان مستقل از وضعیت خانواده و محل تولد و جنسیت و امثال اینها، باید از امکان واقعی تحصیل رایگان و زندگی امن و شاد برخورار شوند. کودکان نباید مجبور به کار برای تامین معیشت خود و خانواده هایشان شوند.

ما امضا کنندگان این بیانیه از همه نهادهای دفاع از حقوق کودک و اتحادیه بین المللی معلمان و تمامی تشکلهای کارگری در سراسر جهان انتظار داریم که با گذاشتن امضای خود در زیر این بیانیه ما را در پیشبرد این کارزار و متوقف کردن این جنایت آشکار در قبال کودکان در ایران یاری رسانند.

World Campaign Against the Violent Seizure of Child Labourers in Iran
 
Free Education and a happy life are the basic rights of all children
 
There are no reliable statistics about the actual number of child labourers in Iran. But official reports from the government have reported figures from 3 to 7 million children. The more poverty becomes widespread in this society, the greater the number of children who are left out of school every day, joining the larger number of child labourers. The Islamic regime, instead of solving this massive humanitarian catastrophe tries to hide the problem which is endemic and overwhelmingly obvious in the cities, pretends that there are no child labourers in Iran. To this end the regime has embarked on yet another vile attack on children. An inhumane war has begun against child labourers, the children of landfills, the children of poverty, the children who are deprived of happiness, welfare and education by this barbaric Islamic regime of rampant capitalists.
 
The World Day Against Child Labour, 12 June, became the day when the agents of the Islamic Republic of Iran marched through the streets to “collect all child labourers” by force and started their vile attack on the most innocent and vulnerable: the armed gangs of the regime behaved as if they were after a bunch of criminals.
 
On 10th July 2019, Anushirvan Mohseni Bandpei, Provincial Governor of Tehran, in a meeting of the Islamic City Council of Tehran reported the “collection” of 249,000 child labourers, 189,000 of whom were Afghans. At the same meeting, Isa Farhadi Sartangi, governor of Tehran, said that currently 60% to 70% of the streets have been “cleared of child labourers”.
 
According to reports, the arrests are going on and many of the children who are from Afghan families have been taken to the Afghanistan borders and left there, in no man’s land, to find their way back to Afghanistan.
 
The Islamic regime wants to erase the issue of child labour and child poverty by arresting and incarcerating them in holding “pens”, where according to the reports by the government authorities, many of them are sexually abused; or they are left to languish at the borders, so that the authorities can deny the issue exists in Iran.
 
Currently, 52 organisations that defend children’s rights have released a joint statement condemning these fascist acts. Many teachers and well-known individuals have signed the statement, entitled: “No to Collection of Child Labourers!”
 
The world must support the people’s movement and join the condemnation of the Islamic regime and its deeply disturbing and worrying inhumane acts. We must demand a safe and nurturing environment for all children, leading to their enhanced welfare; and not allow the regime to impose such a situation on these innocent and vulnerable children even for one more day.
 
The policy of “humiliation, insult and abuse” of Afghan children especially must be condemned and stopped immediately. These are the children who are denied birth certificates and education, forced to work from a very young age, and live in the harshest conditions and slums; now they have been arrested and some have been left at the borders between Iran and Afghanistan.
 
The world, workers unions, children’s rights’ organisations and all humanity, must stand up against this blatant fascism of the Islamic Republic of Iran! This crime against children and their families, who are deprived of the most basic rights and welfare, must be condemned. Humanity must form a strong alliance against this attack on children and the practices of the regime that have no place in human society, and passionately stand up for these innocent children, their rights, dignity, safety and welfare.
 
We the undersigned organisations of this statement try to be the voice of the child labourers in Iran and start a campaign in their defence. We declare that:
 
1- The forceful and cruel policy of collecting children from the streets must be stopped immediately
 
2- Collecting of Afghan children and their expatriation to borders must be stopped immediately
 
3- We support the teachers’ campaign of free education for all children regardless of their families’ situation, birth place, gender and nationality etc.
 
4- The government is responsible for children’s education and welfare. Children should not have to work to earn their livelihood.
 
We expect all workers’, teachers’, children’s and all humanitarian organisations and unions around the world to support this statement and help us to be able to defend children’s rights in Iran and stop this barbaric government policy
